2ND LEAD (ADDS RESOLUTION)

Stop arms supply to Sri Lanka: CPI urges Indian government

[TamilNet, Thursday, 27 March 2008, 14:36 GMT]
The Communist Party of India (CPI), a prominent ally of the ruling Congress party, has urged the Indian Government to "immediately stop supplying arms to Sri Lanka that was mindlessly killing Tamil people." A resolution to this effect was passed Wednesday in the party's four-day 20th National Congress at Hyderabad. According to reports in the Indian media, D. Pandian, State Secretary, Tamil Nadu moved this resolution which sought New Delhi to interfere in the war-torn island's ethnic problem towards finding a political solution.

Pandian noted that it was shocking to learn that the Sri Lanka Army has unleashed all kinds of attacks on its own citizens. "The brutal atrocities and human rights violations by the SLA keep increasing by the day. India is affected because of this strife in Sri Lanka. The Government of Sri Lanka unilaterally withdrew from the peace talks. A majority of the Sri Lankan Parliamentarians who were elected to represent the Tamil people have been pressurizing the Government of Sri Lanka to come forward to hold talks in order to find a peaceful political solution" he said.

The resolution, in view of these circumstances, urged the Union Government to pressurize the Sri Lankan Government to stop unleashing state terror on its citizens. It called upon New Delhi to utilize its status as the regional super-power to force Sri Lanka to resume talks.

The CPI, in its resolution, urged the Indian Government to direct the Sri Lankan Government to remove the sea mines that it had planted in the historic waters since it posed a grave threat to the lives of Indian fishermen. It sought New Delhi to work towards retrieving the fishing rights for Indian fishermen in the Kachchatheevu waters.

The party also expressed its complete support and solidarity to all the people who were fighting for human rights, democratic rights and political rights in Sri Lanka and hoped for an early political solution to the ethnic strife in the island.

The official text of the CPI resolution follows:

"The CPI is deeply concerned that half-a-century long drawn, protracted ethnic struggle has of late escalated into an undeclared war between the Sri Lankan Government and the Tamil speaking population of Sri Lanka. It is shocking to note that a neighbouring country like Sri Lanka is using all her armed forces against her own citizens, including air strikes, mining in the sea under water. Such inhuman atrocities and human rights violations are on the increase.

"All those incidents are creating serious problems for India, leading to regufee influx, endangering the lives of fishermen and creating concern to the Tamil people of our country. The Sri Lankan government had unilaterally broken the negotiations and intensified the brutal attack against the linguistic minorities in the guise of fighting terrorism.

"As majority of the members of Parliament elected by Tamils are for negotiated political solution to the political strife, it is expected expected of the Sri Lankan government to come out with a political proposal to be the basis for restarting the negotiations for an amicable political settlement.

"The CPI appeals to the Government of India to exert its political influence over the Sri Lankan government to stop using armed forces against her own people and restart the negotiations. The Government of India should stop all military supplies and help to Sri Lankans till peace is restored in that island."
