Agenda for development confused[TamilNet, Saturday, 01 August 1998, 23:59 GMT]Five chairpersons elected to head local bodies in Jaffna in the January polls have yet to take oaths, said sources there. Chairpersons of the Chavakachcheri Urban Council (UC), the Valvettithurai UC, the Valigamam West Pradeshiya Sabha (PS), the Patchinapalli PS, the Valigamam East PS, the Pt. Pedro (Vadamaradchi East) PS and the Valigamam South West PS, have yet not taken oaths. This has meant that special commissioners in the UCs, who are Sri Lanka Administrative Service (SLAS) officers, and secretaries in the PSs, who are usually senior clerical servants, have had to draw up development plans. and allocate monies for projects. With both the proposal of development plans and the allocation of funds for such plans in the hands of government officials the priorities of development have become confused, the sources added.
