Most voting cards not claimed

Of the approximately 12,000 poll cards sent to the postmaster of Kayts, an island northwest of the Jaffna peninsula, only 3000 have been issued up to 2.00 p.m. today, postal department sources told the TamilNet correspondent.
The poll cards to all the areas where local government elections are to be held, have been despatched according to the number of registered voters resident when the lists were last revised, which was in 1986. However, prolonged military operations and outward migration from the Jaffna has resulted in the number of registered voters actually resident in Jaffna today, to be considerably less than in 1986. Elections for the 17 Local Government bodies in the Jaffna peninsula is scheduled for Thursday.
