Human Resource Development course for NEPC officials held

The Management Development and Training Department (MDTD) of the North East
Provincial Council (NEPC) in collaboration with the Sri Lanka Institute of
Training and Development (SLITAD) completed a six month
Certificate Course in Human Resource Development (HRD) for the first group
of NEPC officials, sources said. Currently the NEPC get its resource personnel from other
provinces to conduct training and seminars for provincial
officials, sources said.
Certificates were awarded for those who completed the course at an event held recently in the Provincial Guest House located about 2 km north of east port town with Mr.S.Rangarajah, NEPC Chief Secretary in the
chair.
Those who completed the course are pioneers around whom a culture of learning is going to be created in the NEPC which shall become a learning organization, said Mr. Achilles Joseph, SLITAD Secretary addressing the event.

Mr Joseph further said that "NEPC has launched this HRD
Certificate Course with a firm conviction that the development of the region cannot be successfully accomplished without drawing out the hidden potential of the staff and enhancing their ability to deliver especially at a time which calls for a different set of skills and competencies to tackle
the post tsunami recovery process."
"It is heartening to note that the NEPC is slowly letting go of its old paradigms and embracing new paradigms. Through this learning the NEPC has given a message which is loud and clear that individual development leads to team development which in turn leads to organizational development which
leads to societal development," said Mr.Joseph.
Mr.Jospeh added that "when we talk about Human Resource Development, we in the SLITAD are not only talking about enhancing the Knowledge, Skills and Attitudes of people, we very keenly focus on other attributes of human resource such as creativity, mental alertness, physical health, relationship with others, values that is character and spiritual well being
without which knowledge and attitudinal development will be sterile exercise."
Mr.S.Krishnanthan, MDTD head and the Deputy Secretary of the NEPC made the welcome address. He thanked the SLITAD for its contribution for the success of the HRD Certificate Course for the first batch of provincial officials.
Mr.S.Rangarajah, Mr.S.Amirthalingam, Secretary to the Provincial Governor, Provincial Public Administration Ministry Secretary Mr. A.K.Pathmanathan and Mr.Walter Keller, GTZ (PIU) Team Leader spoke.
Mr.Rangarajah handed over certificates to successful candidates.
The objective of the HRD course was to develop basic skills in presentation and training programme, self-concept, decision making and problem solving, effective communication, leadership techniques and skills, interpersonal
relationship, evolution of management thought, management function, roles and skills, psychology and principles of learning, training needs analysis
and training objective, team building, coaching and counseling, MDTD sources said.
SLITAD, which is affiliated to the International Federation of Training and Development Organizations (IFTDO), USA, is the premier professional body of Human Resources Development practitioners and work place learning
professions in the country. SLITAD was set up in 1988 as a non-profit organization.
