New vehicle registration regulations - LTTE

The LTTE's civil administration has issued new regulations with regards to the registration of motor vehicles, said sources close to the LTTE in Europe today when contacted by TamilNet. The regulations cover all motorised vehicles, including cars,lorries, auto-rickshaws and motor-cycles said the sources, adding that vehicles that are inoperable are also to be registered.
The sources said that the "Registrar of Motor Vehicles, Tamil Eelam" had stipulated the regulations in a public statement. The regulations say that owners of motor vehicles should bring all existing documents proving ownership, including those issued by the Sri Lankan government. Any documents relating to modifications to the vehicle (including chassis and engines) should also be produced, said the sources. When registering a vehicle, the owner should produce his family registration card and the national identity card (issued by the Sri Lankan government), according to the regulations said the sources. The regulations say that an applicant should present the documents in person, and were a guarantor to be needed for the application, this person should also present a family registration card and a national identity card in person, said the sources. The LTTE runs a parallel civil administration, including schools, courthouses and other civil administration structures in parts of the island it holds, which includes the Vanni region and over 80% of the island's eastern province.
