NorthEast Secretariat on Human Rights (NESHOR) has documented details of State inflicted violence against Tamils between the years 1956 and until the signing of the CeaseFire Agreement (CFA) in 2002, in a 305-page document, the English version of which was released this week. The data collection was co-ordinated by Jaffna Campus graduates and was assisted by Grama Sevakas of areas. The report is claimed to be only partial and lists nearly 115 different incidents of killings and large scale massacres.
Details were collected during the period of ceasefire, and the Tamil version of the report was published in 2005, according to the report. The report says the data collectors use a standardized sheet with 21 different types of details related to the incident. Details include a map where the authors were able to correctly locate the site. An appendix at the end of the report lists the name of the those killed in selected number of incidences of violence.
