Trincomalee High Court Judge M. Ilancheliyan Friday instructed the Sri Lankan Deputy Inspector General of Police for Trincomalee district in writing to take immediate steps to curb abduction, killing and unlawful detention of civilians according provisions of Human Rights Protection enshrined in the constitution of Sri Lanka, legal sources said.

The HC Judge further instructed the DIG to order his subordinates to issue receipts to relatives of those arrested immediately and produce the suspects in courts within 24 hours of the arrest.

The police should report the arrest within 48 hours to the Human Rights Commission of Sri Lanka (HRCSL).

Those arrested by the Sri Lanka Army, Sri Lanka Navy and the Sri Lanka Air Force should be handed over to the nearest police station within 24 hours of the arrest and they should be detained for the further interrogation only with the detention order obtained from the Defense Secretary.

Judge Ilancheliyan has asked the DIG to circulate the copies of his instruction to local heads of the SLA, SLN and SLAF.

The DIG received the written instruction from the judge in person and assured court that he would take steps to implement it, legal sources said.
