Colombo's colonial Governor to East, Austin Fernando, who is a former Defence Secretary of the occupying military of the unitary ‘Sri Lanka’, was interfering in processing the applications by Tamil teachers in the Eastern province who have been seeking transfer to schools situated near their villages. Principals and teachers who approached the Provincial Director of Education M.T.A. Nizam were told that their applications were now at the desk of the SL Governor in the East.

The SL Governor, sidestepping the administrative procedures, has already carried out transfers of teachers across the provincial borders. The board for consultations in the processing of transfers has not been convened as Colombo's ‘good governance’ was enacting sophisticated demographic changes through the SL Governor in East, informed civil sources told TamilNet. TNA-appointed Minister of Education in the East was only giving empty promises, the teachers and principals said. The teachers associations have also pointed out that this practice is different from what is in force at the other provinces. General Secretary of Ceylon Tamil Teachers' Union (CTTU) T. Mahasivam said his association has complained against the deviating practices at the education department of the Eastern Province. However, there has been no improvement in the decision-making that affects transfers of Tamil teachers and principals in the three districts of the province, Mr Mahasivam said.
