Appeal against Batticaloa pass

An urgent appeal has been made to President Chandrika Bandaranaike Kumaratunge not to implement the proposed unpopular pass system in the Batticaloa district.

The Manmunaipattu Regional Development Society in the eastern province has made this appeal following several reports in newspapers that two Assistant Superintendents of Police had already been provided with training in computerizing for the issue of special identity cards to implement this proposed pass system.

In a memorandum sent to the President through the Government Agent, the Manmunaipattu Regional Development Society has said that it is reliably learnt that an office to implement this proposed pass system is to be set up at Arasady Public Library in Batticaloa.

"We reliably learn that it has been decided by the Government to issue computerized special identity cards for people living in the army controlled areas and to implement special pass system to people in other areas. If this proposed pass system is introduced, it would make Batticaloa district another Vanni region." said the President of the Manmunaipattu Regional Development Society.
