The countries in the United Nations are divided in two blocs when it comes to the plight of Eezham Tamils. Those who tag themselves behind a world order promoted by the USA, and those who are in the opposing camp, many of them from the non-alignment movement (NAMs) and Cuba, Venuzela led ALBA countries of Latin America. These countries supported the Sri Lankan state in the previous UN Human Rights Council sessions. “However, ALBA partners now have a chance, whether on the UN Human Rights Council or not, to help the Tamil people in some way, also by calling for an investigation,” writes Ron Ridenour, a veteran US born but now Denmark-based leftist and anti-imperialist, who voiced against the US aggression on Cuba in 1961, jailed in the US for his views on several occasions and contributed extensively to the study of Latin America.

UN panel admits international failure in Vanni war, calls for investigations

"During the final stages of the war, the United Nations political organs and bodies failed to take actions that might have protected civilians," said the United Nations Panel on Sri Lanka in its final report to Secretary General Ban-ki Moon. The report has also admitted that the UN system knowingly failed to release the casualty figures of the civilians. Although the report didn't touch the hot topic of serious allegations against the role the UN officials and certain responsible personalities associated with world powers, it said: The Secretary-General should conduct a comprehensive review of actions by the United Nations system during the war in Sri Lanka and the aftermath, regarding the implementation of its humanitarian and protection mandates.

Thousands of SL troops round up resettled villages in Jaffna, Mullaiththeevu

Thousands of occupying troops of Sri Lanka Army rounded up the village Uduththu’rai in Vadamaraadchi East and are engaged in search operation since Thursday early morning. A similar operation is simultaneously being undertaken in Mullaiththeevu also. Vanni IDPs were recently resettled in both the places. The operation is said to be following an alleged incident in which some SL troops who went on a boat are missing in the sea and only their boat came ashore.

18,000 Cheddikku'lam refugees stripped of voting rights in local elections

The Sri Lanka’s Commissioner of Elections has confirmed that about 18,000 people who are still held in Chettikulam camp cannot cast their votes in the forthcoming local elections as the election authority has no provision to ensure voting rights under the existing local election law, according to Executive Director of Peoples Action for Free and Fair Election (PAFFREL). PAFFREL Director revealed this to media after a meeting with Commissioner of Elections along with secretaries of political parties held recently. About three thousand IDPs in Puththalam would also be deprived of their voting rights, PAFFREL added.

SLA restricts movement of IDPs in Kodikaamam Camp

The Sri Lanka Army has instructed outsiders to get prior permission from its sentry points to visit the uprooted civilians from Vanni staying in Kodikaamam Ramaavil IDP camp in Thenmaraadchi, Jaffna. The inmates who were earlier allowed to leave camps and work without any restriction, are from this week onwards have been instructed to register themselves with SLA sentry point, before leaving for work and after their return.

IDP families in Vavuniyaa Poonthoddam asked to vacate

About three hundred Tamil families displaced in the war between 1997 and 1999 from the districts of Mullaiththeevu, Ki'linochchi and Vavuniyaa, and sheltered in Poonthoddam welfare centre in Vavuniyaa more than decade, have been instructed by the District Government Agent Mrs P.M.S.Charles and the District Planning Director Mr.V.Kirupasuthan in writing to vacate from the centre before February 15 and return to their original villages. The instruction has been served through the District Rehabilitation and Reconstruction Secretariat and Economic Development Ministry, according to the refugees of the Poonthoddam Centre.

Colombo ignores uprooted Tamils of Champoor in IDP camps

Uprooted Tamil families from Champoor village in Moothoor East in Trincomalee district during military offensive launched by the Sri Lanka Army in April 2006 and sheltered in welfare centres at Ki'liveddi, Ma'natcheanai and Paddiththidal have not been supplied with dry ration relief for the last two months by government. On Thursday activists of the Canada-Moothoor Development Association distributed some relief to them that could enough for their one day need.

Five of six Mannaar abductees released, Colombo involvement exposed

Five of six civilians abducted from Mannaar on Thursday, including Jazeel Jaharil whose abduction created confrontation between the abductors and his relatives exposing the squads link with Sri Lankan military, returned Friday evening from Colombo and were handed over to their relatives Saturday early morning by the Sri Lankan Police. Earlier reports said 4 persons were abducted on Thursday. But, according to latest information 6 persons were abducted that day. No information is available about the other person, Mr. Sasi, who is also reported missing on Thursday.

JDS condemns silence of Colombo media over terror campaign in North

Detailing the recent killings, abductions and other atrocities in the SL military occupied North, the Journalists For Democracy in Sri Lanka (JDS), an exiled organisation of journalists, on Friday condemned the silence of Sinhala and English media in Colombo over the terror campaign. Instead, these media highlight only the explanations from the side of the SL government, the report said. The JDS statement exposed the latest twist of portrayal of the situation by SL media minister and government spokesperson Keheliya Rambukwella, who wanted to pass the blame on "elements seeking tarnish the image of Colombo government internationally". The JDS statement, with details of earlier unreported crimes, noted that human rights violations not being exposed is high in Vanni as journalists and aid workers were barred from entering Ki'linochchi and Mullaiththeevu districts.

US emergency food aid amid WFP fears for 2011

The United States this week provided the UN’s World Food Program operation in Sri Lanka with $5.5 million of emergency food aid, shortly after the organisation warned of serious shortages and halved the wheat flour and sugar in rations it distributes to displaced people. The food situation remained ‘fragile’, despite improving since march 2010, and the next four months are critical , the WFP was quoted by IRIN as warning. The WFP estimates that it needs some $27 million next year to continue to provide assistance to an estimated 371,000 Tamils displaced by the armed conflict from 2008 and has warned of a “pipeline break” looming in 2011.

Forced prostitution, sex slavery with GoSL complicity – US cable

Forced prostitution and trafficking abroad for sex of Tamil children are amongst the organized criminal activities being undertaken with the knowledge of the Sri Lankan government by its troops and allied Tamil paramilitary groups, according to another Wikileaked US embassy cable from May 2007. The cable says these practices, which constitute war crimes, were raised “repeatedly” with Sri Lanka’s top leadership, including the President and top ministers. “The preponderance of [accounts] and the extent to which they independently corroborate each other points to a pattern of GSL complicity with paramilitary groups on multiple levels,” the then US Ambassador Robert Blake wrote.

Mannaar Muslims brought back from Puththa'lam stranded without facilities

900 displaced Muslim families brought down to Mannaar by Rishad Bathiyutheen, a minister in Rajapaksa's cabinet, are stranded without proper assistance or basic facilities in their villages in Mannaar for the past three days, the Muslim IDPs complain. Many of the IDPs brought to Thaaraapuram chose to return to Puththa’lam as there have been no preparations, but only promises extended to them by the minister, who is locked in a campaign against U. L. Muthaliph Farook, who is scheduled to fill the vacancy of late parliamentarian Noordeen Mashoor ahead of local elections expected in the early part of 2011.

WikiLeaks: Gotabaya sanctioned extra-judicial killings by Paramilitaries

A WikiLeaks cable, dated 18th May 2007 from US embassy in Colombo, accuses Defense Secretary Gotabaya Rajapakse of giving orders to Sri Lanka Army (SLA) commanders in Jaffna not to interfere with Tamil paramilitaries who are "doing "work" that the military cannot do because of international scrutiny. The work referred to in the cable includes extra-judicial killings, extortion, abduction and prostitution by the Tamil paramilitary groups EPDP and Karuna Group. Both groups are led by Ministers in the present ruling Government in Sri Lanka.

Rajapakse, brothers responsible for alleged War Crimes in Sri Lanka, says leaked US cable

In a startling setback for the war-crimes concealment agenda of Sri Lanka's President Rajapakse, and his siblings holding high level positions in Sri Lanka's defense and civilian sectors, a January 2010 cable from US Embassy in Sri Lanka, made public by Wikileaks Thursday, acknowledges that U.S. is cognizant of the fact that "responsibility for many alleged crimes rests with the country's senior civilian and military leadership, including President Rajapaksa and his brothers and opposition candidate General Fonseka." Ambassador Butenis further reasons the lack of progress in internal investigations: "There are no examples we know of a regime undertaking wholesale investigations of its own troops or senior officials for war crimes while that regime or government remained in power."

Welfare centers sheltering Champoor IDPs under rain water

Some one thousand two hundred and sixty two displaced Tamil families sheltered in four welfare centers in Moothoor division in Trincomalee district are undergoing untold hardships due to torrential rain. The temporary sheds in the welfare centers have been inundated with rain water. The inmates find difficult to sleep, cook food and latrines are under water preventing them to answer call of nature. Health authorities have expressed fear of out break of dengue and other diseases among IDPs if no preventive measures are taken.

Sinhala families to be settled in Jaffna with Chinese assistance

Colombo government has decided to settle the Sinhala families claiming they were IDPS and demading resettlement in Jaffna on the coastal areas of Jaffna Fort and Ma’niyam-thoaddam in Kozhumpuththu’rai, sources in Jaffna said. Parts of prefabricated houses donated by China to construct 12,000 houses in the areas from Mu'rika'ndi to Mullaiththeevu to settle Sinhala families have been brought to Jaffna to construct houses for the Sinhala families. The Sinhala families claiming resettlement are lodged in the Old Jaffna Railway Station where they had arrived in early October and are looked after by the Sri Lanka Army in Jaffna.

ICJ blames Colombo for world's largest detention, cautions donors against complicity

The International Commission of Jurists in a latest report has urged the International Community and the United Nations to extend 'rehabilitation' donor support only on condition of compliance with international law and standards, given the current legal vacuum and uncertain conditions under which at least 8,000 ‘surrendees’ are being detained by Colombo. Otherwise, those who provide support to Colombo's detention programme risk complicity in a policy of systematic mass arbitrary detention, the ICJ warned, in an in-depth report titled "Beyond Lawful Constraints: Sri Lanka’s Mass Detention of LTTE Suspects". In the report, the ICJ has characterised the detention as the largest mass administrative detention anywhere in the world. "[T]he mass detention has the character of collective punishment, which is prohibited in any circumstances under international law," the report said.

Hard questions for India and Eezham Tamils

Nirupama Menon Rao expressed satisfaction at the progress in resettlement of Internally Displaced Persons (IDPs) and development activities of the North, said state-owned Colombo newspaper Daily News Thursday, titling the news as “Indian investment interest rising”. But, reporting on Nirupama’s visit, The Hindu on Friday titled the news “Political solution should be priority” and cited her saying to Colombo-based Indian journalists that “While the focus on development and rehabilitation is very welcome, a long term perspective that also includes the issues relating to the political settlement that would meet some of the needs of the minorities should also be kept in mind.”

'Anti-Tamil ideology, international meddling make reconciliation impossible'

In a recent paper titled "Why National Reconciliation in Sri Lanka Is Not Possible," Brian Senewiratne, a renowned physician and an Australia based Sinhala expatriate, says although he had realized that ‘national reconciliation’ in Sri Lanka was ‘totally unrealistic’, after witnessing the major human rights violations inflicted upon the Tamil people, what has made the reconciliation really ‘impossible’ was the most serious recent slaughter of Tamils with features of genocide. In addition, what makes reconciliation ‘most unlikely’ is ‘international meddling’ and ‘power play’, he argues. The 78-year-old member of the Bandaranaike family, who is a long-time defender of the Eezham Tamil cause, also argues in his paper that even the real development of the Sinhala areas is not possible if the ‘developmental power’ is left in the hands of those in Colombo.

‘Development’ conquistadors have no appetite for psychological need of Eezham Tamils

Psychotherapy provides meaning for the enormous suffering people have undergone to hope for the future and to hope for trust in the world, says Daya Somasundaram of the University of Jaffna, one of the very few psychiatrics serving the war affected Eezham Tamils in the island. Considering the long history in the island, the meaning comes only when Eezham Tamils get their land and affairs into their hands and when their nation is recognised. But the ‘development’ conquistadors of the West and India show no appetite for basic psychology needed for regeneration in the context of the island, commented Tamil circles, citing Indian Foreign Secretary Nirupama Menon Rao who is scheduled to visit the island saying that conflict in the island had ended and India has to go beyond rehabilitation to look at development, without any reference to the crux of the matter.
