The Mutts date from the times of the Kingdom of Jaffna. King Pararaja Sekaran, who ruled in the 16th century, before the advent of the Portuguese, built the earliest known among them. Placing such takeover-notices inside the lands of the owners without allowing them to view the announcement, is a calculated move to deny them the legal opportunity of filing suits against the appropriation move, say legal activists representing the uprooted people in Jaffna.
